1. Project Overview

(1) This Project Located in Baohe District, Hefei City.

(2) Project Scale The R&D Center project of Anhui Jiatiang Technology Co., Ltd. is located in Bahe District, Hefei City, Anhui Province, north of Xian’an Road and west of Shanxi Road, with the main building rising above ground. 19 floors (including 1 basement level), with a 4‑story podium. The total floor area is 28,634 m², on the ground… The total floor area of the lower-level buildings is approximately 6,620.75 m², while the total above-ground floor area is about 22,013.25 m², encompassing a research and office building, a logistics complex, and other facilities.

2. Scope of Tender and Contracting Method

(1) Scope of Tender: The decoration and MEP works for the main building’s 1st to 4th floors and 16th to 19th floors (including the roof level), as well as for the podium’s 1st floor and 3rd to 4th floors, together with the outdoor MEP works. Package Including, but not limited to: the fit-out works covered by the tenderer’s provided documents, such as the refined‑finish drawings, design briefing materials, drawing review minutes, design change orders, meeting minutes, and technical approval forms; this encompasses detailed design (subject to review and approval by the original design institute), production, construction‑method validation, and the model‑area works. For specific details, please refer to the scope of work for the specialized subcontract as set forth in the contract.

Office furniture (including custom cabinets), curtains, carpets, central air conditioning, air-source heat pumps, fresh-air ventilation systems, fire protection systems, wood flooring, and paint-free doors are excluded from the scope of this tender.

(2) Contracting Method: Labor and Materials Included (Among these, concrete, dry-hung stone panels, LED screens, the turnstiles in the first-floor lobby, and artistic lighting fixtures shall be provided by Party A.) All other materials shall be the responsibility of Party B; the contract covers the entire construction period, quality, safety, finished‑product protection, civilized construction, and testing (including self‑inspection, random sampling, third‑party inspection, material submission for testing, and associated testing fees for all materials within the scope of the contract); it also encompasses the construction of the sample area, fine cleaning, intra‑site material handling, site cleanup upon completion of work, and the preparation of as‑built documentation and settlement materials—covering all tasks necessary to complete this project. 。

3. Qualification Requirements

(1) A specialized construction enterprise with experience in similar projects, a strong track record, and an excellent reputation, possessing the financial resources, machinery, and equipment necessary to complete the assigned work, and duly staffing an organizational structure and personnel commensurate with the project’s scale. Bidders must possess independent legal person status and a valid business license. Photography, Grade-I professional contracting for architectural decoration and renovation projects, or Grade-II or higher general contracting for construction projects, along with a work safety production license, bank account opening permit, and relevant similar project experience ( At least two projects exceeding RMB 5 million in value within the past five years. ) and other materials.

(2) Possessing adequate performance capability; the amount of the performance bond is specified in the tender documents.

(3) At each project site, Party B shall assign at least the following management personnel: one Project Manager (required to hold a Grade‑I Registered Construction Engineer qualification), one Technical Manager (with an intermediate or senior professional title), one full‑time Safety Officer (certified), one Site Foreman, one Quality Inspector, and one Documentation Clerk. All of the aforementioned personnel must be employees of Party B and provide proof of social security contributions. Such personnel are required to be stationed on site at all times and comply with Party A’s attendance requirements, working no less than 80% of the monthly construction schedule.

(4) Party B must employ a sufficient number of professionally skilled personnel, who shall be certified and qualified to perform their duties.

(5) This tender will adopt a post-qualification review process. Bidders who fail to meet the eligibility requirements and are therefore not selected as the successful bidder shall bear full responsibility for such failure.
