1. Project Overview

(1) This project is located at Baohe District, Hefei City 。

(2) Project Scale: General Contractor for Plot BH202214 Located at Intersection of Wangjiang Road and Huizhou Avenue, Baohe District, Hefei City, Anhui Province, Covering an area of approximately 45.05 mu, the project has a total floor area of about 60,000 m², comprising three residential buildings, one office building, and associated ancillary facilities. 。

2. Scope of Tender and Contracting Method

(1) Scope of Tender:

Including but not limited to: The renovation works for the common areas of Building B1, the common areas of Buildings 1, 2, and 3, the elevated floors of Buildings 1, 2, and 3, the interior spaces of Buildings 1, 2, and 3, and the underground parking garage shall encompass all items specified in the construction drawings provided by the tenderer, including doors and windows, roofing works, floor and ground finishes, wall finishes, ceiling treatments, painting, coatings, wallpapering, electrical and plumbing installations, as well as the sample area. Additionally, such works shall cover all aspects related to the fit‑out project as set forth in the tenderer’s detailed fit‑out drawings, design briefings, drawing review meetings, design change documents, meeting minutes, technical approval forms, and other relevant documentation—such as the refined design (subject to review and approval by the original design institute), production, and construction‑method validation.

(2) Contracting Method:

Turnkey contract covering labor, materials (with Party A providing only concrete; all other materials to be supplied by Party B), construction schedule, quality, safety, finished‑product protection, civilized construction, testing (including self‑inspection, random sampling, third‑party inspection, material submission for testing, and associated testing fees for all materials within the scope of the contract), construction of the sample area, fine cleaning, internal material handling within the material yard, site cleanup upon completion of work, and preparation of as‑built documentation and settlement materials—encompassing all tasks required to complete this project. 。

(3) Construction Period: 120 days ， The project’s schedule milestones shall be completed on time in accordance with the construction progress plan and requirements of Party A’s project department.

3. Qualification Requirements

(1) A specialized construction enterprise with experience in similar projects, a strong track record, and an excellent reputation, possessing the financial resources, machinery, and equipment necessary to complete the assigned work, and duly staffing an organizational structure and personnel commensurate with the project’s scale. Bidders must possess independent legal person status and a valid business license. Photography, Grade-I professional contracting for architectural decoration and renovation projects, Grade-II or higher general contracting for construction projects, safety production license, bank account opening permit, and relevant project experience ( At least two projects exceeding RMB 5 million in value within the past five years. ) and other materials.

(2) Possessing adequate performance capability; the amount of the performance bond is specified in the tender documents.

(3) At each project site, Party B shall assign at least the following management personnel: one Project Manager (required to hold a Grade‑I Registered Construction Engineer qualification), one Technical Manager (with an intermediate or senior professional title), one full‑time Safety Officer (certified), one Site Foreman, one Quality Inspector, and one Documentation Clerk. All of the aforementioned personnel must be employees of Party B and provide proof of social security contributions. Such personnel are required to be stationed on‑site at all times and comply with Party A’s attendance requirements, working no less than 80% of the monthly construction schedule.

(4) Party B must employ a sufficient number of professionally skilled workers who are duly certified and qualified to perform their duties.

(5) This tender will adopt a post-qualification review process. Bidders who fail to meet the eligibility requirements and are therefore not selected as the successful bidder shall bear full responsibility for such failure.
