Urgent Notice on Strengthening Safety Precautions During Adverse Weather Conditions

According to the weather forecast, from this afternoon through tonight (April 11), our city will experience moderate showers or thunderstorms, with heavy to torrential rain in parts of the central and southern areas, accompanied by severe convective weather such as lightning, strong winds, and brief but intense downpours. The cumulative rainfall during this period is expected to be 30–50 mm, with localized amounts exceeding 60 mm in Lujiang and Chaohu. Wind gusts may reach levels 8–9, and the maximum hourly rainfall intensity could range from 20 to 40 mm. In accordance with the early warning issued by the Municipal Flood Control and Drought Relief Headquarters Office—“Severe Rainfall Warning” (Warning No. 1 [2025])—the following urgent notice is hereby issued:

The total rainfall during this period is expected to range from 30 to 50 millimeters, with localized amounts exceeding 60 millimeters in Lujiang and Chaohu. Wind gusts may reach levels 8 to 9, and the maximum hourly rainfall intensity could be between 20 and 40 millimeters. In accordance with the early warning issued by the Municipal Flood Control and Drought Relief Headquarters Office—“Severe Rainfall Warning” (Warning No. 1 [2025])—the following urgent notice is hereby issued:

　　1. All units and projects must attach great importance to safety precautions during adverse weather conditions, resolutely overcome complacency and a sense of luck, and further strengthen the principal responsibility for workplace safety.

　　2. Prior to the onset of severe weather, all units and project departments must conduct a comprehensive inspection for potential risks and hazards, with particular emphasis on deep excavations, scaffolding, construction lifting equipment, temporary electrical systems, trench and pipeline networks, confined spaces, temporary living and office structures, and perimeter fences and barriers, ensuring that these areas are inspected and reinforced as necessary.

　　3. During periods of severe weather, all units and project departments must closely monitor weather forecasts and geological hazard warnings, strengthen on‑duty and standby arrangements, ensure that project managers and chief supervising engineers are present and on duty, and require key personnel to maintain 24‑hour shifts. At construction sites, drainage systems must be kept unobstructed to prevent backflow of rainwater. In the event of any potential hazards, emergency response plans must be activated immediately, personnel in hazardous areas must be evacuated without delay, and reports must be submitted promptly in accordance with applicable regulations.

　　4. Following adverse weather conditions, all units and project departments shall promptly conduct safety inspections and deformation monitoring of foundation pit support systems, underground excavation shoring, scaffolding, and the foundations of construction lifting machinery, among other critical components.
