The Technology R&D Center project of Anhui Jiatiang Technology Co., Ltd. is located in Bahe District, Hefei, Anhui Province, north of Xian’an Road and west of Shanxi Road. The main building comprises 19 floors above ground and one basement level, while the podium consists of four floors. The total floor area is 28,634 m², with approximately 6,620.75 m² underground and about 22,013.25 m² above ground, encompassing a research and office building as well as a comprehensive logistics building, among other facilities.

2. Scope of Tender and Contracting Method

( 1 ) Scope of Tender ：

Including but not limited to: The scope of work encompasses the fabrication and installation of railings, including fence railings, stair railings, balcony guardrails, window (bay window) guardrails, air-conditioning unit guardrails, handrails for accessible ramps, steel straight ladders (outdoor steel ladders), prefabricated wrought-iron gates, protective guardrails, glass platform (protective) balustrades, roof railings, bicycle ramp pull‑bars, wall‑adjacent handrails, and roof‑mounted steel climbing ladders, as specified in the construction drawings, design briefing documents, drawing review minutes, design change orders, meeting minutes, technical verification forms, and other relevant documentation provided by the employer.

(2) Contracting Method: The contractor shall be responsible for all work required to complete the project, including labor, materials, safety, civilized construction, protection of finished works, intra‑site material handling, project acceptance and handover, as well as site cleanup upon completion.

3. Qualification Requirements

(1) Having A specialized construction enterprise with proven experience in similar projects, demonstrating strong performance and a solid reputation in the fabrication and installation of railings and metalwork, possessing the necessary financial resources, machinery, and equipment to complete the assigned work, and duly staffing an organizational structure and personnel commensurate with the project’s scale. Bidders must possess independent legal person status and a valid business license. Photocopies of the construction engineering general contracting qualification of Level 3 or above, the specialized contracting qualification for architectural decoration and finishing works of Level 2 or above, the safety production license, the bank account opening permit, and documentation demonstrating similar project experience.

( 2) Possess sufficient performance capability; the amount of the performance bond is specified in the tender documents.

(3) At each project site, Party B shall assign at least the following management personnel: one Project Manager, one Technical Manager, one certified Full-time Safety Officer, and one Construction Supervisor. All of the aforementioned personnel must be stationed on-site and subject to Party A’s attendance monitoring, with a minimum presence of no less than 80% of the monthly working days.

(4) Party B must employ a sufficient number of professionally skilled workers who are duly certified and qualified to perform their duties.

(5) This tender will adopt a post-qualification review process. Bidders who do not meet the eligibility requirements and therefore cannot be awarded the contract shall bear full responsibility for such failure.
