Strengthening the underground utility network to safeguard the city’s lifelines.

Underground utility networks are the “inner core” of a city and, even more so, its “lifeline.” The Phase I, Lot 2 (EPC) project for upgrading the municipal sewer and stormwater systems in the western urban area of Huaiyin District—jointly undertaken by our group—deepens its engagement with underground space, bolstering the city’s resilience. Amid the intricate web of subterranean pipelines, it fortifies the lifelines that ensure the safe and reliable operation of the urban infrastructure.
The total contract value for Lot 2 of the Phase I Project to Improve Municipal Sewerage and Stormwater Networks in the West Urban Area of Huaiyin District (EPC) is RMB 89.3773 million. The scope of implementation includes: Huaihe West Road (from Beijing North Road to Huaihai North Road), Beijing North Road (from the Ancient Huai River to the Yan River), Jutong Road (from Weixiao Road to Sitong Road), Xiangjiang Road (from Beijing North Road to Huaihai North Road), Wangyang Road (from Beijing Road to Xi’an Road), Xiba Road (from Maosheng Road to Beijing West Road), Haojing Road (from Xiba Road to Park Road), Park Road (from Maosheng Road to Beijing West Road), as well as municipal water supply and drainage network renovation and improvement on a total of 14 roads within the Industrial Concentration Zone of Wangjiaying Subdistrict; rehabilitation of the sewage network along both banks of the Yan River; and construction of new municipal utility networks to support the Jinghua Plot.
At present, construction has commenced simultaneously on four roads—Beijing West Road, Xiba Road, Jutong Road, and Xiangjiang Road. Site fencing is in place, traffic diversion measures have been implemented, and work such as breaking up the existing pavement, excavating trenches, and hauling away earth has been completed. Pipeline installation, water‑tightness testing, dewatering, and preparatory work for pipe‑jacking are now underway. Specifically, Jutong Road is currently undergoing water‑tightness testing and will soon proceed with trench backfilling; Beijing West Road, which is part of a pipe‑jacking project, has already finished reinforcing the steel cages for three caissons and is now sealing the forms in preparation for concrete pouring.
Upon completion, the project will enhance the underground utility network in Huaiyin District, bolstering the area’s safety and resilience; establish a systematic sewage collection system to continuously improve the regional water environment; construct ancillary external sewer networks for wastewater treatment plants, ensuring the smooth implementation of major regional infrastructure projects; optimize the living and business environments, elevate the urban quality of the district, and set a benchmark for integrated utility‑network management, thereby supporting the city’s high‑quality development.
