Conducting a Business Mission to Kazakhstan to Explore Central Asian Opportunities and Empower Chamber Members to Expand Overseas—Wang Pengcheng, General Manager of the Group and Vice President of the All-China Federation of Urban Infrastructure Chambers, Participated in the Kazakhstan Business Delegation.

To seize the development opportunities presented by the Belt and Road Initiative in Central Asia and to open up overseas market channels for chamber‑of‑commerce member enterprises, from July 31 to August 7, Wang Pengcheng, General Manager of the Group, participated in a business delegation to Kazakhstan organized by the All-China Federation of Urban Infrastructure Chambers of Commerce.

To seize the development opportunities presented by the Belt and Road Initiative in Central Asia and to open up overseas market channels for chamber‑of‑commerce enterprises, from July 31 to August 7, Wang Pengcheng, General Manager of the Group, participated in a business mission to Kazakhstan organized by the All‑China Federation of Urban Infrastructure Chambers. During the trip, he engaged directly with local government and corporate stakeholders, conducted on‑site assessments of key infrastructure projects, and gathered first‑hand practical insights to enhance the Group’s end‑to‑end international services and guide chamber‑of‑commerce members in expanding into the Central Asian market. This delegation brings together enterprises spanning the entire industrial chain—ranging from national infrastructure investment and engineering general contracting to building‑materials machinery and cross‑border logistics—thereby forming a coordinated echelon of companies expanding overseas. General Manager Wang Pengcheng participated extensively throughout the mission, attending numerous government‑business roundtables and conducting on‑site project visits. He paid visits to the Central Asian Entrepreneurs’ Federation, the Eurasian Geological Laboratory of Kazakhstan, the Almaty Region Development Center, the Kazakh University of Architecture and Civil Engineering, the Kazakhstan–Shaanxi Chamber of Commerce, the Hunan Chamber of Commerce, as well as several local Chinese‑invested institutions. In these engagements, he engaged in targeted discussions with Kazakh counterparts across such sectors as construction projects, building‑materials trade, equipment and materials supply, cross‑border logistics, planning and design, industrial‑park development, and overseas‑expansion services.

During the inspection tour, Wang Pengcheng accompanied the delegation on site visits to benchmark projects including the Kryzhat International Transport Hub, the “Golden City” China–Kazakhstan Cooperation Zone, the Alatau International Economic Special Zone, and Astana Real Estate Development. He gained in-depth insights into Kazakhstan’s infrastructure market demand, park‑level investment promotion policies, and project procurement and bidding procedures. At a dedicated symposium, he joined entrepreneurs from various regions to discuss cross‑industry consortium models for overseas expansion, sharing practical experience on localized operations in the Central Asian market and strategies for managing risks in international investments. During the session on practical aspects of investment implementation, he focused on key challenges faced by companies going global—such as obtaining construction qualifications, ensuring tax compliance, facilitating capital outflows, and completing ODI filings—and systematically studied compliant solutions for overseas market entry.

During this overseas trip, Wang Pengcheng established and refined long-term channels for coordination between China and Kazakhstan in the infrastructure sector, yielding multiple tangible outcomes for Chinese enterprises expanding abroad. On one hand, he gained a comprehensive understanding of market opportunities in Kazakhstan’s urbanization, transportation infrastructure, and urban renewal sectors, identifying gaps in local demand for Anhui‑based companies’ strengths—such as construction materials, construction equipment, and engineering‑general contracting services. On the other hand, he successfully connected with Kazakhstani business associations, industrial park management bodies, and specialized international‑service teams, setting up a regular communication and collaboration framework that addresses the challenges faced by companies venturing overseas on their own—namely, limited resources, difficult matchmaking, and high risks.

Wang Pengcheng stated that Kazakhstan, as a key market in Central Asia, enjoys broad prospects for cooperation in the infrastructure sector, underpinned by the China–Kazakhstan Permanent Comprehensive Strategic Partnership. Upon returning to Anhui, he will leverage the findings of this fact-finding mission to consolidate the company’s strengths, enhance its overseas‑expansion service capabilities, and establish an Anhui–Kazakhstan platform for connecting infrastructure‑related industries. The initiative will offer comprehensive, one-stop support—including business promotion and practical guidance on overseas compliance—while encouraging enterprises to form joint ventures for international operations and actively participate in large-scale infrastructure projects across Central Asia, thereby bolstering their overall competitiveness and resilience to risks.

Against the backdrop of the current China–Kazakhstan permanent comprehensive strategic partnership, the joint building of a China–Kazakhstan community with a shared future, and cooperation under the Belt and Road Initiative, we are taking this business mission as an opportunity to maintain a sustained focus on the Kazakh market, explore systematic, end-to-end models for enterprises expanding overseas, and help companies enter Kazakhstan, position themselves in the Central Asian market, and integrate into the Belt and Road Initiative in a high‑quality manner. Leveraging Anhui’s strengths in manufacturing, we aim to open up new avenues for development in the Central Asian market.
