1. Project Overview

(1) This project is located at Baohe District, Hefei City 。

(2) Project Scale:

This project is located in Baohe District, extending from Fanhua Avenue in the north to Dalian Road in the south, with a total length of approximately 929 meters. The road is classified as an urban arterial, with a planned right-of-way width of 36 meters, and an estimated 434 tons of Larsen steel sheet piles.

2. Scope of Tender and Contracting Method

(1) Scope of Tender:

All items specified in the drawings and design documents provided by the tenderer, including Larsen-type steel sheet piles, steel bracing, steel mesh, shotcrete, and other related works; detailed specifications are set forth in the Bill of Quantities.

(2) Contracting Method:

The contractor shall undertake all work necessary to complete the project, including but not limited to: labor‑only contracting; supply of materials (reinforcing steel and concrete provided by Party A); adherence to the construction schedule; assurance of quality; provision of machinery; installation services; compliance with safety and civilized construction standards; protection of finished works; acceptance inspection; and fulfillment of all requirements stipulated in the relevant drawings and design documents.

(3) Construction Period: Provisionally 35 days 。

(4) Project Quality: In accordance with the quality provisions stipulated in the general contract and in compliance with the current national codes for Larsen-type steel sheet pile construction and excavation support, the project quality meets… Qualified Standard.

3. Qualification Requirements

(1) A specialized construction enterprise with proven experience in similar projects, a strong track record, and an excellent reputation in the installation of Larsen-type steel sheet piles and excavation support systems, possessing the necessary financial resources, machinery, and equipment to complete the assigned work, and duly staffing an organizational structure and personnel commensurate with the project’s scale. Bidders must possess independent legal person status and a valid business license. Photo, related Qualifications . Provide documentation such as the work safety production license, bank account opening permit, and relevant performance records for record‑keeping purposes.

(2) Possessing adequate performance capability; the amount of the performance bond is specified in the tender documents.

(3) At each project site, Party B shall assign at least the following management personnel: one Project Manager and one full-time Safety Officer (certified). 。 The aforementioned personnel shall be stationed on-site at all times and subject to Party A’s attendance management, working no less than 80% of the monthly construction hours.

(4) Party B must have a sufficient number of professionally skilled personnel, who must be certified and qualified to perform their duties.

(5) This tender will adopt a post-qualification review process. Bidders who do not meet the eligibility requirements and therefore cannot be awarded the contract shall bear full responsibility for such failure.
