1. Project Overview

(1) This project is located at Baohe District, Hefei City 。

(2) Project Scale: The City World project is located on the south side of Wanquanhe Road in the Binhu New Area. This renovation project involves a total of 1,063 residential units, distributed across two buildings—A and B—with a renovated gross floor area of approximately 53,500 square meters. Binhu Huiyuan is situated at the intersection of Zhongshan Road and Yulong Road in the Binhu New Area, encompassing 14 residential units with a total floor area of about 530 square meters.

2. Scope of Tender and Contracting Method

(1) Scope of the tender: This includes, but is not limited to, Urban World (five unit types totaling 1,063 units), Huiyuan (Type A, 2710, 14 units), and the maintenance and renovation of common areas at Urban World. The scope of work encompasses, but is not limited to, fit-out, soft furnishings, furniture, and home appliances (including the first-floor lobby, storefront signage, and the fourth-floor service reception desk). Unless otherwise specified, all items within the scope of the design drawings shall be accounted for as shown in the plans.

(2) Lot Division and Work Quantity Allocation

This project is divided into three contract packages, with each package initially allocated 100 sets of works. The specific scope of work for each package will be determined by the Employer in accordance with the overall project schedule. During construction, the Employer may adjust the quantities of work upward or downward based on factors such as the progress, quality, safety, civilized construction practices, and level of cooperation demonstrated by each successful bidder. The base contract price and the settlement discount rate are identical across all winning bidders; any differences arise solely from the allocation of work quantities.

(3) Contracting Method:

3. Qualification Requirements

(1) A specialized construction enterprise with experience in similar projects, a strong track record, and an excellent reputation, possessing the financial resources, machinery, and equipment necessary to complete the assigned work, and duly staffing an organizational structure and personnel commensurate with the project’s scale. Bidders must have Independent legal person status, business license Grade III specialized contracting for construction and interior decoration works, or Grade III general contracting for construction projects. Qualifications of this level and above , Safety Production License, Bank Account Opening License, Similar Project Performance ( At least two similar projects within the past five years. ) and other materials.

(2) Possessing adequate performance capability; the amount of the performance bond is specified in the tender documents.

(3) At each project site, the bidder shall assign at least the following management personnel: one Project Manager, one Full-time Safety Officer, and one Construction Supervisor. 。 The aforementioned personnel shall be stationed on-site at all times and subject to the Employer’s attendance monitoring, accounting for no less than 80% of the monthly working hours.

(4) Bidders must have a sufficient number of professionally skilled personnel, who must be certified and qualified to perform their duties.

(5) This tender will adopt a post-qualification review process. Bidders who fail to meet the eligibility requirements and are therefore not selected as the successful bidder shall bear full responsibility for such failure.
