Quanjiao, July 1, 2025 — On the special occasion of the Party’s founding anniversary, the S239/S331 Lai’an–Quanjiao First-Class Highway project (from Quanjiao Railway Station to Chuzhou Avenue) — constructed by Anhui Xinjian Holding Group — was officially completed and opened to traffic. The opening of this project not only marks a significant gift on the 104th anniversary of the Communist Party of China but also represents an important milestone in Quanjiao County’s transportation infrastructure development. Leaders from the Quanjiao County Party Committee and County Government, the County Transportation Bureau, as well as representatives from the local township government and all participating construction units, attended the ceremony that day.
The S239/S331 Grade-I Highway project, from Lai’an to Quanjiao (section between Quanjiao Railway Station and Chuzhou Avenue), has a total investment of approximately RMB 139 million for roadworks and about RMB 257.6 million for the entire project.
The project road is classified as a first-class highway that also serves as an urban arterial, designed as a two-way six-lane road with a design speed of 60 km/h and a standard-section right-of-way width of 32 meters. The total route length is approximately 2.445 kilometers, including the Xianghe Bridge, which has a total length of 653.5 meters. The main bridge is a 120-meter through-type steel-box tied-arch bridge, spanning the Xianghe River like a steel rainbow and forming a new transportation landmark for Quanjiao; the approach bridges are constructed with prestressed concrete composite box girders. The total investment is about RMB 257.6 million, and the contract period is 720 calendar days.
Faced with challenges such as high technical complexity and a tight construction schedule, the project team adhered to the principle of “striving for excellence and delivering premium quality,” meticulously organizing construction activities. The main works comprise a 120-meter single-span steel‑arch bridge, an 800-meter reinforced‑concrete approach bridge, and a high‑standard Class I roadway. By optimizing the construction plan and efficiently allocating resources, the team completed the project in just 19 months—nearly five months ahead of the contractual deadline—demonstrating Anhui Xinjian’s strong technical capabilities and exceptional construction efficiency.
At the opening ceremony, the chairman of the group company stated that this 2.445-kilometer‑long transportation artery serves as a rapid link between Lai’an and Quanjiao, and moreover, it stands as a “bridge of hearts” and a “road to development” spanning the Xiang River. Its completion and commissioning carry multifaceted significance: It enhances the transportation network by becoming a major north–south artery for Quanjiao, dramatically shortening the spatial and temporal distance between Lai’an and Quanjiao, alleviating regional traffic congestion, and playing a decisive role in refining the layout of the trunk road network across Quanjiao and even the entire city of Chuzhou, thus helping to establish a convenient and efficient north–south transportation corridor. It boosts economic development by improving transport conditions and the investment climate along the route and in surrounding areas, accelerating the flow of people, goods, and information, and injecting strong momentum into Quanjiao County’s efforts to attract investment, upgrade industries, and revitalize rural areas, thereby delivering substantial social and economic benefits. It elevates public well-being by greatly facilitating travel for residents in Quanjiao and neighboring regions, enhancing their quality of life, and strengthening their sense of gain, happiness, and security.
middle Cheng Yongzheng, a member of the Standing Committee of the Quanjiao County Party Committee and Deputy County Mayor, officially announced at the ceremony that the bridge had been opened to traffic.
Following the opening ceremony, attendees boarded vehicles to experience the route firsthand. The achievements of road construction were commended, with high praise bestowed on the project’s quality and outcomes. The successful opening of this project to traffic marks a new milestone in Quanjiao County’s transportation development, ushering in a new chapter for the region’s economic and social progress.
