The National Development and Reform Commission recently officially released the first list of 136 landmark major application‑scenario projects. Among them, the “Cultivation of a Digital Home Full‑Industry Chain and Open Scenarios,” submitted under the leadership of the Ministry of Housing and Urban–Rural Development, was selected as a comprehensive application scenario for social governance services. This scenario focuses on three key pillars—improving the standards framework, tackling core technologies, and expanding application scenarios—to promote the deep integration of digital home products with building design and to foster new‑type productive forces.
According to preliminary estimates, during the 15th Five-Year Plan period, the large-scale deployment of digital home initiatives could generate an additional market worth RMB 1.6 trillion, while simultaneously unlocking approximately RMB 10 trillion in consumer potential across the entire industrial chain, thereby providing strong support for the deep integration of the digital economy with public services.
The first batch of pilot cities for scenario‑based applications is slated to include Shenzhen, Qingdao, Ningbo, Hefei, Dongguan, and Jinhua. These cities span diverse regions, reflecting varying economic foundations, industrial structures, and stages of urban development, thereby establishing tiered, category‑specific, and differentiated model implementations that will lay a solid groundwork for nationwide rollout. The initiative will establish a long‑term, multi‑stakeholder coordination mechanism; by refining the digital‑home standards framework and focusing on breakthroughs in key core technologies—such as the interoperability of digital‑home products and platforms—it will leverage residential typologies—including market‑oriented housing, affordable housing, newly built communities, and older neighborhoods—as implementation platforms. In turn, it will seek to develop multiple digital‑home industry hubs, talent‑training centers, and pilot‑scale testing platforms.
According to reports, the digital home serves as a crucial pillar for the smart development of high-quality housing. It not only ensures the effective implementation of three core functions—residential safety, comfort, and environmental sustainability—but also continuously expands digital application scenarios in the construction of new urban infrastructure, providing both a platform and a practical lever for the city’s comprehensive digital transformation.
