According to the Ministry of Water Resources, in the first half of this year, national investment in water conservancy projects remained at a high level, with total investment reaching 515.1 billion yuan, laying a solid foundation for ensuring that annual investment exceeds 1 trillion yuan.

Since the beginning of this year, China has been vigorously accelerating the development of a modern water‑network system. Construction on a number of major projects—including the Yangtze–Han Water Diversion Project, the Guxian Water Conservancy Hub on the Yellow River, Phase II of the Huaihe River’s seaward outlet, and the Dajingxia Water Conservancy Hub in Sichuan—has been stepped up. Meanwhile, the Datengxia Water Conservancy Hub on the Xijiang River and the Luojiu Water Conservancy Hub in Guangxi have successfully passed completion acceptance. In the first half of the year, infrastructure projects in the water‑resources sector created 1.344 million jobs and disbursed 20.99 billion yuan in wages, thereby playing an effective role in stabilizing employment.

In the first half of the year, 33,000 water conservancy projects were implemented nationwide. Among them, 25 major water‑conservancy projects were newly launched, including the Three Gorges Waterway New Channel, Phase I of the Taipu River Follow‑up Project, the Shangbaishi Water Conservancy Hub in Fujian, the Liaodong Peninsula Water Resources Allocation Project in Liaoning, the Leizhou Peninsula Irrigation District in Guangdong, and the modernization of the Pishihang Irrigation District in Anhui—11 more than in the same period last year—with a total investment of RMB 264.6 billion.

Meanwhile, reforms to water‑resource investment and financing have been deepened, with funding for water‑conservation projects secured through multiple channels. In the first half of the year, nationwide commitments from local government special bonds, bank loans, and private capital totaled RMB 258 billion, up 7% year on year. Notably, private capital accounted for RMB 10.84 billion, an increase of 85.8% compared with the same period last year—the highest level on record for this time of year.

Sun Zhiyu, Vice Minister of the Ministry of Water Resources, stated that, in the next phase, while making every effort to safeguard against both flood and drought disasters, the ministry will work with relevant departments and local authorities to accelerate the development of a modern water‑network system, ensure workplace safety, strengthen quality control, and maintain the current level of investment in water‑conservancy projects, thereby completing annual targets on schedule and to the required standards.
