The Anhui Provincial Federation of Industry and Commerce, in alignment with the “Visiting Enterprises and Villages” special initiative and the “Entering Enterprises, Solving Difficulties, Delivering Policies, and Promoting Development” campaign, organized a fact-finding and symposium at the Xinjian Group Corporation.
This research mission was led by Li Zengliu, a member of the Party Leadership Group and Vice Chairman and Secretary-General of the Provincial Federation of Industry and Commerce, with participation from Xu Fei, Director of the Policy Research Office of the Provincial Federation of Industry and Commerce, and Tong Huihui, a Third-Level Chief Staff Member. Also in attendance were Wang Jieying, President of the Anhui Urban Infrastructure Investment Chamber of Commerce and Chairman of the Xinjian Group; Liu Bo, Deputy General Manager of the Group; He Jun, Director of Administration; Chen Zhiwu, Secretary of the Second Joint Party Branch of the directly affiliated chambers of commerce under the Anhui Provincial Federation of Industry and Commerce and Secretary-General of the chamber; as well as representatives from several member enterprises, including Wang Hao, Deputy Director (in charge of daily operations) of the Suzhou City Office and General Manager of Anhui Zhongli Communication Construction Co., Ltd.; Dou Qiang, Chairman of Anhui Huajiang Road & Bridge Engineering Co., Ltd.; Zhang Jie, Director of the Hefei Branch of China Municipal Engineering North China Design and Research Institute Co., Ltd.; and Shao Jianqin, Director of Government and Enterprise Accounts at Haier Smart Home’s Anhui Branch, among others, who jointly took part in the symposium.
At the symposium, Xu Fei, Director of the Policy Research Office of the Provincial Federation of Industry and Commerce, outlined the relevant policy background and key issues. Focusing on topics such as boosting private investment during the 15th Five-Year Plan period, addressing “involutionary” competition within industries, the implications of the new judicial interpretation on labor disputes (effective September 1), and recommendations for drafting the Measures of Anhui Province for Implementing the Law of the People’s Republic of China on Promoting the Private Economy, he sought input from enterprises on their needs and challenges.
Representatives from participating enterprises, drawing on their own experiences, actively voiced concerns, highlighting current challenges in private investment such as insufficient capital, difficulties in project payment collection, and inadequate land‑use guarantees. They recommended optimizing funding‑security mechanisms and strengthening government oversight of project performance. In response to the industry’s “involution” phenomenon, they called for stricter regulation of unfair competition and a more balanced weighting between technical criteria and price in tendering processes. Addressing the social‑security burdens arising from the new judicial interpretation on labor disputes, they suggested a phased implementation of relevant policies. At the same time, they expressed hope that the implementing rules of the Law on Promoting the Private Economy would provide more detailed fiscal and tax incentives, establish mechanisms for policy evaluation and public‑private dialogue, and help alleviate financing constraints.
While carefully listening to the remarks of entrepreneur representatives, Li Zengliu, Vice Chairman of the Provincial Federation of Industry and Commerce, took meticulous notes and posed targeted questions. In his concluding address, he emphasized that private enterprises must remain steadfast in their confidence in development, squarely face challenges, and proactively leverage their initiative to achieve high-quality growth through technological innovation and differentiated business strategies.
