The 2026 National “Quality Month” Launch Ceremony and On-site Observation Event for the Housing and Urban–Rural Development System was held in Nanning, Guangxi.

On September 8, the Ministry of Housing and Urban–Rural Development held the launch ceremony for the 2026 National “Quality Month” of the housing and urban–rural development system, along with an on-site observation event, in Nanning, Guangxi Zhuang Autonomous Region.

With the theme “Building Livable Homes to Meet the People’s New Expectations,” the event showcased explorations and practical applications of “good housing” in resettlement housing projects resulting from urban village redevelopment, highlighted innovative achievements in construction quality, and demonstrated effective measures to address quality issues, thereby accelerating the implementation of “good housing” initiatives. Song Youchun, member of the Party Leadership Group and Vice Minister of the Ministry of Housing and Urban–Rural Development, and Huang Rusheng, Vice Chairman of the Guangxi Zhuang Autonomous Region, attended the event and delivered remarks.

Song Youchun emphasized the need to thoroughly study and implement the important instructions of General Secretary Xi Jinping, consolidate and expand the achievements of education on establishing and practicing a correct view of political performance, fully recognize the importance of engineering quality in the new era, squarely address prominent issues in engineering quality, maintain unwavering vigilance in ensuring quality, and comprehensively elevate the standards of construction projects. Building safe, comfortable, green, and smart “good houses” is a strategic decision made by the CPC Central Committee and the State Council, enshrined in the Outline of the 15th Five-Year Plan. To accelerate the development of such housing, efforts must be stepped up across five key areas: setting rigorous standards, strengthening technological innovation, promoting model projects, fostering related industries, and imposing stringent penalties. Entering the new era, engineering quality faces new circumstances and challenges. It is imperative to proactively identify changes, adapt to them, and seek innovative solutions—by establishing a market‑based quality assurance system with clearly defined responsibilities to tighten the “chain of accountability” throughout the entire construction process; by developing a technology‑driven, end-to-end quality supervision framework that gives regulatory oversight real enforcement power; and by creating a transparent, third‑party quality evaluation system that is both measurable and assessable. Furthermore, we should explore the preparation of user manuals for residential products, resolutely translating the vision of building “good houses” into concrete action and comprehensively elevating the quality of construction projects.

At the event, the national “Quality Month” launch ceremony for the housing and urban–rural development system was held, followed by a screening of the “Quality Month” promotional video. Representatives from the five parties responsible for the project then read out an industry-wide initiative. Through a variety of formats—including physical exhibits, on-site explanations, and interactive demonstrations—the event showcased innovative achievements in ensuring high-quality, well-built homes.

Officials from relevant departments of the Ministry of Housing and Urban–Rural Development, officials from pertinent units of the State Administration for Market Regulation, representatives from the Housing and Urban–Rural Development Department of the Guangxi Zhuang Autonomous Region, the Nanning Municipal People’s Government and its housing and urban–rural development authorities, as well as representatives from industry associations, construction enterprises, and workers, attended this event.
