Notice on the Selection of Outstanding Mid‑career and Young Experts in the Provincial Housing and Urban–Rural Development System for 2026

To the Housing and Urban–Rural Development Bureaus (Urban–Rural Construction Bureaus), Human Resources and Social Security Bureaus, and Urban Management Bureaus of all cities; to the Hefei Municipal Housing Security and Real Estate Administration, Forestry and Garden Bureau, and Water Affairs Bureau; to the Fuyang Municipal Housing Administration; to the Bozhou Municipal Housing Development Center; to the Suzhou Municipal Real Estate Management Service Center; to the Anqing Municipal Water Affairs Bureau; and to all relevant units:
In order to thoroughly implement the central and provincial Party committee’s requirements on talent development, further strengthen the building of a high-caliber workforce in the sector, and motivate professionals across the province’s housing and urban–rural development industry to make new and greater contributions to the construction of a modern, prosperous Anhui, in accordance with the “Administrative Measures for the Selection of Outstanding Mid‑career and Young Experts in the Housing and Urban–Rural Development System of Anhui Province” (hereinafter referred to as the “Measures”), the Provincial Department of Housing and Urban–Rural Development and the Provincial Department of Human Resources and Social Security have decided to jointly launch the 2026 selection process for outstanding mid‑career and young experts in Anhui’s housing and urban–rural development system. Relevant matters are hereby notified as follows.
I. Scope and Criteria for Recommendation
The selection of Outstanding Mid‑ and Young‑Age Experts in the provincial housing and urban–rural development system (hereinafter referred to as “Outstanding Mid‑ and Young‑Age Experts”) is open to serving professional and technical personnel or skilled workers at all levels and in all types of enterprises and institutions engaged in areas such as housing and municipal engineering construction, urban development, urban management, rural and township development, housing security and real estate market development, historical and cultural preservation, construction science and technology, and the development of the construction industry. Candidates must hold a senior professional technical qualification or a technician‑level or higher vocational qualification, be 50 years old or younger (inclusive), be in good health, and be capable of performing their duties normally. In addition, they must meet the following requirements:
(1) Demonstrates patriotism, upholds the correct political orientation, fully implements the Party’s guidelines, principles, and policies, observes laws and regulations, is dedicated to one’s work, possesses sound professional ethics and a strong sense of commitment, and has not been involved in any production safety incidents or engaged in any illegal or disciplinary violations.
(2) Over the past five years, the individual has demonstrated outstanding performance, achievements, and contributions in the relevant field, has been recognized by peers within the local region and the respective system, and meets one of the following conditions:
1. Possesses strong professional and technical competence. As a principal contributor, has received one or more national Science and Technology Progress Awards (Third Prize) or provincial Science and Technology Progress Awards (Second Prize or higher—equivalent level); or has been awarded national-level industry honors such as the National Quality Engineering Award, Luban Award, Zhan Tianyou Award, Liang Sicheng Award, National Architectural Decoration Award, Green Building Innovation Award, China Construction Engineering Steel Structure Gold Award, Engineering General Contracting Golden Key Award, Outstanding Survey and Design Award, or Huaxia Construction Science and Technology Award; or has received provincial-level awards of Second Prize or higher in the industry, such as the Anhui Province Outstanding Survey and Design Award or the Anhui Province High-Quality Project “Huangshan Cup.”
2. Possesses a high level of professional expertise. Has worked for an extended period on the front lines of cultural heritage preservation, the distinctive techniques of Hui‑style architecture, surveying and design, and construction, demonstrating leading‑edge technical skills and having been awarded titles such as “Outstanding Craftsman of Jianghuai” and the “Anhui Provincial Skills Award” (or equivalent honors); or has participated in (and mentored trainees to participate in) national vocational skills competitions, earning awards, while achieving notable results in the transmission of traditional skills and the cultivation of talent.
3. Strong ability to solve practical problems. Having worked for an extended period on the front lines of housing construction, municipal infrastructure development, surveying and design, urban management, and housing development, this individual has been dedicated to addressing critical technical and skill-related challenges, securing relevant patent certificates or receiving recognition from provincial-level or higher authorities; alternatively, they have undertaken key responsibilities in the construction of major projects—defined by project approval documents or official government directives—and in responding to significant emergencies, earning commendations or awards at or above the municipal level. ; Alternatively, they may serve as model leaders in facilitating the commercialization of scientific and technological achievements, promoting new technologies and processes, driving the transformation and upgrading of the construction industry, and spurring the growth of the sector. Over the past five years, the enterprises they lead have achieved industry‑leading performance in terms of gross output value, tax contributions, and employment generation.
II. Nomination Quotas
A maximum of 30 outstanding mid-career and young experts will be selected this time. The housing and urban–rural development bureaus (or urban–rural construction bureaus) and human resources and social security bureaus of each city shall take the lead in recommending candidates from local enterprises and public institutions, with relevant industry regulatory authorities providing necessary coordination. Each city may nominate no more than five candidates (Hefei may nominate up to eight; Guangde City and Susong County shall be included in the nomination submissions of Xuancheng City and Anqing City, respectively). Provincial-level enterprises in the housing and urban–rural development sector, as well as centrally administered state-owned enterprises stationed in Anhui that possess independent legal status, are responsible for nominating their own candidates; each such enterprise may nominate no more than two candidates. If no eligible candidates are available, no nominations need to be submitted.
III. Recommendation Procedure
This selection process is organized by the Leading Group for the Selection and Management of Outstanding Mid-career and Young Experts and is conducted in accordance with the principle of bottom-up, tiered recommendations.
1. Organizational Submission: Each city and unit shall, in accordance with the requirements set forth in this notice, organize and mobilize personnel within their respective jurisdictions to participate widely. Eligible individuals, on a voluntary basis, shall complete the nomination registration form and submit the relevant supporting documents to their employing unit.
2. Review by the applicant’s employing unit. The employing unit shall review the applicant’s eligibility and supporting documents, and determine the candidate to be recommended. The recommended candidate must be publicly posted within the unit for no less than five working days, and, in accordance with personnel management authority, seek opinions from the organization and personnel, disciplinary inspection and supervision, public security, and credit‑reporting authorities. If the recommended candidate is a principal executive of an enterprise, additional input must be obtained from local departments responsible for ecological environment, taxation, market regulation, and emergency management. Following this, the nomination shall be submitted to the housing and urban–rural development bureaus (or urban–rural construction bureaus) and the human resources and social security departments of each city for review.
3. Municipal-level review. The housing and urban–rural development bureaus (or urban–rural construction bureaus) and the human resources and social security departments of each city shall, in accordance with the selection criteria, rigorously verify the authenticity of the submitted materials, deliberate and propose a list of recommended candidates, and then submit it to the Leading Group Office.
After provincial-level enterprises and public institutions, as well as centrally administered units stationed in Anhui, have identified their recommended candidates, they shall submit them directly to the Leading Group Office. For enterprises at all levels, the recommendation of the highest-level unit shall prevail.
IV. Requirements for Recommendation Materials
1. An official recommendation report issued by each nominating unit, together with the “Summary Table of Recommendations for Outstanding Young and Mid‑career Experts in the Housing and Urban–Rural Development System of Anhui Province” (Attachment 2), submitted in one original copy;
2. The “Recommendation and Registration Form for Outstanding Young and Mid‑career Experts in the Housing and Urban–Rural Development System of Anhui Province” (Attachment 3), together with supporting materials (photocopies of relevant certificates and corroborating documents, etc.), shall be organized and printed in the order corresponding to the items listed on the registration form, and bound into a volume along with the registration form (A4 size, two copies).
3. “Opinion Solicitation Form for Recommended Candidates of Outstanding Young and Mid‑career Experts in the Housing and Urban–Rural Development System of Anhui Province” (Attachment 4, one copy).
V. Time Requirements
All nominating units are requested to submit the nomination materials to the Personnel and Education Division of the Provincial Department of Housing and Urban–Rural Development by October 22, 2026 (with the electronic version sent to the designated email address). No submissions will be accepted after the deadline.
