Hefei, Anhui Province, has unveiled an action plan for the construction of “high-quality housing.”

Recently, the “Hefei City Action Plan for Promoting the Construction of ‘Good Homes’” (hereinafter referred to as the “Plan”) was officially issued, with a goal to fully roll out the development of high-quality market-rate housing across the city by 2030.

Recently, the “Hefei Municipal Action Plan for Promoting the Construction of ‘Good Homes’” (hereinafter referred to as the “Plan”) was officially issued. The plan aims that by 2030, the development of high-quality market‑oriented housing will be fully rolled out across Hefei; newly built affordable housing will, in principle, be completed to the “good home” standard; and the renovation of existing housing stock will proceed in an orderly manner, resulting in a significant improvement in housing quality.

The Plan specifies that Hefei’s “good housing” initiative will focus on six key areas—strengthening standards‑driven guidance, bolstering resource and factor support, elevating construction quality, leveraging technological innovation, fostering a comprehensive ecosystem, and enhancing residential quality—to advance the transition from “housing for all” to “high‑quality living.”

In terms of strengthening standards‑driven development, the “Hefei City Technical Guidelines for Quality Housing” have been issued, providing scientifically formulated design guidelines for basic‑level, upgrade‑level, and renovation‑level housing. Additionally, guidelines have been developed for the construction and operation of affordable housing and for the renovation of dilapidated urban buildings. These measures encourage and guide real estate developers, construction firms, building‑material manufacturers, and industry associations to proactively establish enterprise and group standards that exceed national, industry, and local standards, thereby fostering a multi‑tiered, high‑quality standards‑supply system.

In terms of strengthening factor‑based support, the plan aligns closely with Hefei’s Territorial Spatial Master Plan and is deeply integrated into the “1412” urban public activity center system—comprising one core area in Luogang, four first‑level centers, twelve second‑level centers, and numerous third‑ and fourth‑level hubs—so as to create a high‑quality urban living environment that is ecologically sound, well‑equipped, and seamlessly integrates work and residence. A land‑supply model characterized by “small steps, rapid progress, frequent releases of limited parcels” is being implemented, prioritizing the provision of premium sites with superior environmental conditions, comprehensive amenities, and convenient transportation. Pilot projects for “high‑quality housing” are also underway, while, in tandem with locational features such as urban public activity centers, stringent controls are being reinforced over key urban elements like the city skyline.

In terms of enhancing construction quality, the Hefei City Green Building Materials Electronic Platform will be further refined, guiding government‑funded projects such as affordable housing and the renovation of older residential neighborhoods to increase the use of green building materials. Stringent quality control measures will be implemented, with “good‑housing” projects benefiting from streamlined approval processes and reduced regulatory burdens, while pilot projects are encouraged to strive for excellence. Enterprises will also be incentivized to offer menu‑style interior‑finishing packages—featuring standard hard finishes paired with optional soft furnishings—to meet the diverse and personalized renovation needs of young professionals, aging‑friendly households, families with multiple children, and other target groups.

In terms of strengthening technology-driven empowerment, we will promote the “smart construction + prefabrication” model and enhance the application of platforms such as the China Construction (Anhui) Internet Platform and the Smart Construction Site Platform. We will encourage the inclusion of digital delivery requirements in tender documents and contracts, and advance digital as‑built handover. By 2026, we aim to pilot no fewer than five digital as‑built handover projects, while intensifying efforts to connect smart home appliance and service providers with real estate developers across the entire lifecycle, thereby fostering industrial synergy, improving housing quality, and achieving cost reduction and efficiency gains.

In terms of building a comprehensive urban ecosystem, we will promote the integration of complete communities with innovative industrial parks, business districts, and vibrant neighborhoods, creating 15-minute high-quality living circles where “services are just outside your door and life unfolds within walking distance.” By the end of 2026, we aim to have 50 such complete communities in place, and by the end of 2027, this number will grow to 100. At the same time, we will launch targeted initiatives—such as upgrading property management service standards—to comprehensively enhance the quality of property services.

In terms of enhancing housing quality, a pilot initiative will be launched to elevate the standards of newly built commercial housing. By 2026, more than five ongoing projects will be selected and upgraded in accordance with “high‑quality housing” criteria, while over five land‑acquired but yet‑to‑commence projects will have their designs refined and construction initiated to meet these same standards. A program to improve the quality of affordable housing will also be implemented, with 10 “high‑quality” affordable housing projects constructed and put into operation by 2026, and 12,000 units of affordable rental housing brought online. In tandem with urban renewal efforts, initiatives will be undertaken to upgrade aging residential neighborhoods and renovate dilapidated urban buildings. By 2026, the goal is to rehabilitate 3,000 severely deteriorated urban dwellings, develop no fewer than 12 community‑led, full‑demolition‑and‑reconstruction projects, and revitalize 63 aging urban residential areas.
